Korea Real-Estate Brokerage Fee Ceiling (공인중개사 보수)
Korean housing brokerage fees have a legal ceiling, not a fixed price. This calculator applies the sale and rental tiers in the Enforcement Rule of the Licensed Real Estate Agent Act (공인중개사법 시행규칙) as reformed on 19 October 2021. The result is the maximum; many deals close below it. It is not a unpublished 2026 table.

How this calculation works
Sale (매매): the deal amount is the sale price. Tiers (2021 rule): under ₩50m → 0.6% (cap ₩250,000); ₩50m–under ₩200m → 0.5% (cap ₩800,000); ₩200m–under ₩900m → 0.4%; ₩900m–under ₩1.2bn → 0.5%; ₩1.2bn–under ₩1.5bn → 0.6%; ₩1.5bn+ → 0.7%.
Rent including jeonse (임대차): deal amount is deposit + monthly × 100, except if that sum is under ₩50m it becomes deposit + monthly × 70 (비고 to [별표 1]). Tiers: under ₩50m → 0.5% (cap ₩200,000); ₩50m–under ₩100m → 0.4% (cap ₩300,000); ₩100m–under ₩600m → 0.3%; ₩600m–under ₩1.2bn → 0.4%; ₩1.2bn–under ₩1.5bn → 0.5%; ₩1.5bn+ → 0.6%.
The fee shown is min(deal × rate, cap) when a cap exists. Each party typically pays the agent they hired; “both sides” is twice one ceiling only if you hired two agents at the full ceiling — often you did not.

Worked example
A ₩300 million sale sits in the ₩200m–₩900m band at 0.4% with no cap → ceiling ₩1,200,000. A ₩49 million sale at 0.6% would be ₩294,000 but the ₩250,000 cap applies. Jeonse ₩200 million is a rental ₩100m–₩600m band at 0.3% → ₩600,000 ceiling.

Frequently asked questions
Is this what I must pay?
No. It is a ceiling (상한). The Licensed Real Estate Agent Act lets the parties negotiate a lower fee. Asking to pay less than the ceiling is normal; paying more than the ceiling is not.
Who pays — buyer or seller?
Each side usually pays the broker they contracted with. A buyer who only used the listing agent may still negotiate. This tool shows one side’s ceiling, plus a “both sides” doubling that only matters if two full ceilings are actually charged.
Does VAT apply on top?
Brokerage is a taxable service. Many invoices add 10% VAT on the agreed fee. This calculator shows the fee ceiling before VAT; confirm with the invoice.
How is monthly rent converted for the deal amount?
Per the 2021 비고: deposit + monthly × 100, unless that total is under ₩50 million, in which case deposit + monthly × 70. Pure jeonse (monthly = 0) uses the deposit alone.
Are 2026 rates different?
This page uses the 19 October 2021 reform of [별표 1], the last widely published housing-tier table this tool is built on. It does not invent a 2026 schedule. If MOLIT or the gazette publishes a newer 별표, use those numbers instead.
Does this cover commercial property or land?
No. [별표 1] has different rows for non-housing. This calculator is housing (주택) only.
