Same active drug, two formulations. The liquid (solution) often comes in higher strengths and spreads easily, but its propylene glycol can irritate or flake the scalp for some people. The foam skips propylene glycol, so it is gentler and dries fast (easier to keep up daily), though it can be slightly fiddlier to work down to the scalp through hair. Both work; pick the one you will actually use consistently, and switch to foam if the liquid irritates.
