Yes — the carton has an expiry. Using leftover foam from three years ago is not a clever hack. It is also not a reason to panic if you are one week past the printed month.
U.S. over-the-counter minoxidil (Rogaine and generics) is sold as 2% or 5% solution and as 5% foam. The Drug Facts label and the carton print an expiration date. After that date, the manufacturer does not stand behind the stated concentration or the container’s integrity. Liquid vehicles (alcohol, propylene glycol) can evaporate if the cap sits loose, which can concentrate or irritate rather than “make it stronger in a good way.” Foam cans can lose propellant.
